HOUSE BILL NO. 287 "An Act relating to outdoor advertising on                  
trash receptacles and restrictions on outdoor advertising" was read            
the second time.                                                               
                                                                               
Senator Halford moved and asked unanimous consent that the bill be             
advanced to third reading and placed on final passage.  Senator                
Duncan objected.
